完全な保護と保証　FPS:full protection and security

2004年米国モデルBIT5条（最低待遇基準　Minimum Standard of Treatment）

各当事者は、公正衡平待遇及び完全な保護と保障を求め、慣習国際法に従った待遇を投資財産に与えなければならない。

Each Party shall accord to coverd investments treatment in accordance with customary international law, including fair and equitable treatment and full protection and security.

完全な保護と保障は、慣習国際法で要求されるレベルの管理保護を与えることを各当事者に要求する。

"full protection and security" requires each Party to provide the level of police protection required under customary international law.
